Justice Chander Bhusan Barowalia

Justice Chander Bhusan Barowalia, was born on 15th March, 1961. After doing Matric in 1st Division, did B.Sc. (Medical) in 1st Division from Government College, Shimla, now College of Excellence. Obtained L.LB. Degree from Himachal Pradesh University, Shimla and thereafter did P.G.D.P.M. & L.W. from H.P. University. Practiced as an Advocate from November 1, 1984 in the High Court of Himachal Pradesh and other Courts in Shimla. Conducted cases in National Commission under the Consumer Protection Act at Delhi and in Hon’ble Supreme Court of India also. Practiced in Constitutional, Civil, Criminal, Revenue, Consumer & Service matters and also co-authored commentary on H.P. Panchayti Raj Act. Remained unanimously elected Vice President of the H.P. High Court Bar Association, in the year, 2001, unanimously elected again in the year, 2002. Remained empanelled Advocate for B.S.N.L, H.R.T.C, Employees Provident Fund Organization, United India Insurance Company, H.P. Agro Industries Corporation, Punjab National Bank, State Bank of India etc. On appointment, as Additional District and Sessions Judge, on 10th January, 2003, remained posted as Officer-on-Special Duty in the High Court of Himachal Pradesh, Addl. District and Sessions Judge (II), Kangra at Dharamshala, Addl. District & Sessions Judge (I), Kangra at Dharamshala.

Thereafter, designated as District & Sessions Judge, on 26.10.2005 and worked as District & Sessions Judge, for Kinnaur with headquarter Rampur Bushahr. Thereafter, posted as President, District Consumer Disputes Redressal Forum, for the Districts of Kangra, Chamba with headquarter at Dharamshala, w.e.f. 20.4.2006 to 23.4.2008. Worked as District & Sessions Judge, Una, w.e.f. 24.4.2008 to 6.11.2008, on transfer therefrom, worked as District & Sessions Judge, Solan, w.e.f. 7.11.2008 to 11.11.2010 and again on transfer, thereafter worked as District & Sessions Judge, Mandi, w.e.f. 12.11.2010 to 30.5.2011.

From Mandi, posted as Registrar (Judicial), as one of the Registrar, in the Hon’ble High Court of Himachal Pradesh. On 26th March, 2012, recognized as Trained Mediator by the Mediation & Conciliation Project Committee of Supreme Court of India. Being Registrar (Judicial), trained Mediators by organizing various training programmes. Thereafter, remained posted as Director, H.P. Judicial Academy, Shimla, w.e.f. 14.6.2013 to 19.5.2014 and as such organized more than eighty different Orientation/Refresher/Courses/Workshops/Conferences for the Judicial Officers and ministerial staff of the State Judiciary and prepared the plans for constructing the H.P. State Judicial Academy, Complex at Ghandal, District Shimla, Himachal Pradesh.

Remained posted as Registrar General in the High Court of Himachal Pradesh and served as Registrar General till 12th April, 2016. Elevated as Additional Judge of the High Court of Himachal Pradesh and assumed the Office as such on 12th April, 2016. Took oath as Judge of the High Court of Himachal Pradesh on 8th January, 2018.
